The River City SIG was started by a handful of attendees at Hallowe'eM in Chicago in 1981. Their motto was "The Pursuit of Tasteful Rowdiness" and were known for being disruptive without being destructive. A popular pasttime of the SIG members was to burst into song, most notably the Trouble soliloquy from Meredith Willson's The Music Man, during meals. Their newsletter was titled 'The River City Harold". The River City SIG was active throughout most of the 1980s, eventually fading out after losing steam. But if not for them, there would have been no inspiration for the Creative Mischief SIG.
